Sectoral Numerical Targets

Introduced by the Employment Equity Amendment Act No. 4 of 2022 and detailed in the Employment Equity Regulations 2025, 'sectoral numerical targets' are mandatory employment equity representation goals identified and set by the Minister of Employment and Labour for specific national economic sectors. These targets aim to ensure the equitable representation of suitably qualified people from designated groups at all occupational levels within each of the 18 identified sectors. Employers are required to align their five-year Employment Equity Plans with these targets, and non-compliance without justifiable reasons can lead to penalties.
