Definition

Flexible working arrangements refer to the right of workers who are parents of children up to a certain age (at least eight years old) and carers to request adjustments to their working patterns. These arrangements can include reduced working hours, flexible working schedules, or changes to the place of work, such as remote work. Directive (EU) 2019/1158 mandates that employers consider and respond to such requests, providing a reasoned justification for any refusal. This right is crucial for enabling workers to better reconcile their professional and family responsibilities, promoting sustained labour market participation, particularly for women. Bulgaria has transposed this by allowing eligible employees to propose changes to their employment conditions, with employers required to provide a reasoned response.
