In the context of the Morocco Constitution, 'equality of opportunities' refers to the fundamental principle, enshrined in the Preamble, that all citizens should have equitable access to social, economic, and political spheres, free from discrimination. This concept is crucial for ensuring fair access to employment, education, and other societal benefits, forming the basis for policies aimed at leveling the playing field for all individuals.
Ley N° 28983 defines equality of opportunities as the right of women and men to the full exercise of their rights to dignity, free development, well-being, and autonomy, free from discrimination. It implies not only formal equality but also substantive equality, requiring the State to actively remove obstacles and adopt temporary positive action measures to accelerate de facto equality between genders.
