Equal opportunities signify the realization of human rights as enshrined in international human and civil rights documents and the laws of the Republic of Lithuania, irrespective of an individual's gender, race, nationality, citizenship, language, origin, social status, faith, beliefs or views, age, sexual orientation, disability, ethnic origin, or religion. This principle aims to ensure that all persons have comparable chances to pursue education, career advancement, and engage in all spheres of political and social activity without facing undue barriers or disadvantages.

Equal opportunities refers to the system of means and conditions that are necessary for the real and effective achievement of equal rights for men and women. It acknowledges that formal legal rights must be complemented by practical measures and an enabling environment to ensure that all individuals can equally access and benefit from those rights.
