Definition
An 'employing unit' refers to any entity, including enterprises, institutions, public organizations, and individual economic organizations, that recruits laborers and establishes a labor relationship with them within the territory of the People's Republic of China. These units are legally bound to provide equal employment opportunities, fair employment conditions, and safeguard the legitimate rights and interests of their workers in accordance with the Law on Promotion of Employment and other relevant labor laws.
