Collective Bargaining Agent (CBA)

A registered trade union authorized to negotiate with employers on behalf of workers.

Definition

A Collective Bargaining Agent (CBA) is a trade union registered under the Labour Act that has been certified by the Director of Labour as representing the majority of workers in an establishment or group of establishments. The CBA has the exclusive right to negotiate with the employer on matters relating to employment, working conditions, and wages. The 2013 amendment significantly lowered the threshold for trade union registration and strengthened the rights of CBAs, thereby empowering workers to collectively advocate for fair wages and improved working conditions, which is crucial for addressing pay equity issues.
