The Civil Service and Government Development Bureau, referred to as 'the Bureau,' is the central human resources authority in Qatar, headed by its President. It is responsible for the comprehensive management of human resources policies across all government agencies, including planning, organization, training, implementation, and oversight of recruitment, performance evaluation, salary structures, and disciplinary processes. The Bureau also reviews and approves special employment regulations and nationalization plans to ensure alignment with national HR policy.
