Definition
Change negotiations (muutosneuvottelut) are a specific procedural requirement under the Act on Co-operation within Undertakings. They must be initiated by an employer when considering decisions that may lead to substantial changes in employees' work, working conditions, or employment relationships, such as terminations, layoffs, reductions to part-time employment, or unilateral modifications of essential terms of employment due to economic or production-related grounds. These negotiations provide a forum for employee representatives to be informed, consulted, and to propose alternatives before final decisions are made.
